Get your radiator checked. Might have a leak in it somewhere. Try switching on the heater if the engine heats a lot. Even though it is not very pleasant, it will prevent your car overheating.
You have a thermostatically controlled fan which cools your engine under hot conditions. Ensure that the fan comes on when the car is running hot. If it does not come on, check the fuses. Also, check the thermostatically controlled switch that actuates the fan.

You probably drive an older car. the water pump may no longer works effeciently and does not pump coolent thru your engine well. Also, the radiator has probably developed rust on the inside which prevents the coolent from cooling off well.
If your car isn't overheating while you're moving and the thermostat and water pump are working than it could very well be a problem with the fan system. Pop the hood and start it up and let it run until it gets just a bit hotter than whatever temp it usually runs at. Watch the fan and see if it runs. If not it could be your fan motor or a relay or maybe even a fuse.

Also check to make sure none of the fan blades are damaged. If the fan is ok and it's running than it probably has to do with the radiator. It could also be a coolant leak, your thermostat or water pump (I know you've replaced them) or one of your hoses could be damaged.

If it's an older car (some 1980's or older cars) and it's vaporlocking (IE: overheats and will not start until it cools down) you may need to upgrade some of your cooling system components to make it more reliable because a lot of older cars are known to do that with a stock cooling system even when all of the parts are working properly.
