Thats what the tank is for, when your up to temp the water will expand and fill up the tank. If it is overflowing then something might be wrong. If you really do not want it to fill up at all then do not let your car warm up, but that might take you a while to get around.

You don't want to get the car to stop filling the overflow tank - that is its purpose. As you drive and your vehicle becomes hot, the coolant expands and needs more space, so it goes off into the overflow. When the vehicle cools down and it comes on, if the additional coolant is needed, it sucks in through the hose sticking into the overflow. If you plug the tube to the overflow, when the vehicle warms up it will blow out the weakest link, probably by pushing past the seal on the radiator cap, blowing off the plug that you put over the overflow outlet, or seeping out an aged seal.
that is the purpose of that tank. if you do not want it to over fill, dont put that much in it when the engine is cold.
